James R. Barlow e19ea653aa Switch to static versioning and two-workflow release model 
Replace hatch-vcs dynamic versioning with static version in _version.py
and pyproject.toml. Split CI into build.yml (test + stage draft release
on main) and release.yml (publish from draft on tag push). Docker images
are built on main pushes and re-tagged with the release version on tag
push without rebuilding.

This helper script is still in development and needs to be changed each
release, which breaks the release.

It shouldn't be in MANIFEST.in at all because it's not part of a
distribution.

Although the real issue was that the ruffus pipeline cannot be executed
twice in the same process due to its reliance on global variables.

The new OO pipeline in ruffus 2.6 would be one resolution that would
allow for more comprehensive testing as opposed to farming out the
execution to subprocess and inspecting the results, as is currently
done.
